TIGHTENED REGULATIONS FOR FREIGHT TRANSPORT IN HANOI: A CHALLENGE FOR LOGISTICS & MANUFACTURING ENTERPRISES

From 2026, Vietnam’s road freight industry is entering an unprecedented phase of regulatory tightening, marked by stricter time-window restrictions, expanded AI-powered traffic surveillance, and significantly harsher penalties.

For manufacturers and distributors, this is no longer merely a matter of “regulatory compliance.” The new rules directly affect delivery schedules, access to central urban areas, and operating costs – particularly when transport partners lack sufficient experience in route planning and dispatch coordination. In reality, as regulations become increasingly stringent, on-time delivery is no longer determined by fleet size or freight rates alone, but largely by operational capability and the ability to organize transport in full compliance with the new legal framework.

Restrictions on vehicle circulation within Hanoi’s inner city are a clear example. Under Decision No. 01/2026/QD-UBND issued by the Hanoi People’s Committee, freight vehicles are subject to strict limitations based on vehicle weight and specific operating hours. Trucks with a gross vehicle weight of 2 tons or more are mainly permitted to operate at night (21:00–06:00), while trucks under 2 tons are also prohibited from circulating during peak hours (06:00–09:00 and 16:00–19:30 daily). This poses significant challenges for businesses with delivery requirements in central areas, particularly for shipments scheduled during standard business hours. Without a well-designed dispatch strategy, risks such as delivery delays, additional warehousing costs, or multi-leg transshipment become almost inevitable.

In parallel with circulation restrictions, intelligent traffic monitoring systems powered by AI cameras are being rolled out on a large scale. Hanoi began deploying AI camera systems and smart traffic management software in 2025, and by 2026 is expected to operate more than 20,000 cameras covering major roads, intersections, and central areas. With violations automatically detected and processed, any operational lapse can be immediately recorded and penalized. For freight transportation, this means risk is no longer limited to occasional roadside inspections, but becomes a constant throughout the entire journey. Even minor violations – such as speeding, incorrect lane usage, or unauthorized stopping for loading and unloading – can result in administrative penalties, route disruptions, and even temporary cargo retention at control points.

At the same time, enhanced technological enforcement is accompanied by substantially increased penalties. Under Decree No. 168/2024/ND-CP, fines have risen sharply compared to Decree No. 100/2019/ND-CP – for example, red-light violations by automobiles have increased from VND 3–5 million to VND 18–20 million, while speeding penalties have risen from VND 6–8 million to VND 20–22 million. With stricter enforcement and heavier sanctions, the margin for operational error has virtually disappeared.
