WHAT ARE THE REQUIREMENTS FOR A STANDARD-COMPLIANT TRUCK BODY?

According to Circular No. 42/2014/TT-BGTVT, issued by the Ministry of Transport on September 15, new regulations have been introduced for truck bodies, tipping truck covers, tank trucks, and cargo trucks.

Stricter Safety Standards and Overloading Prevention

Under the new regulations, truck bodies must have a solid and robust structure to ensure cargo safety during transportation. They must be equipped with a floor as well as front, side, and rear panels. Truck bodies are strictly prohibited from having any structures or components that allow the installation of additional parts or assemblies that could increase cargo volume beyond permitted limits.

For open-bed semi-trailers designed for cargo transport and container carriage, container locking mechanisms must be installed.

After installation, truck bodies must comply with the following requirements:

• Permissible vehicle dimensions must conform to the National Technical Regulation QCVN 09:2011/BGTVT on motor vehicle technical safety and environmental protection, and QCVN 11:2011/BGTVT on technical safety requirements for trailers and semi-trailers. In addition, for dump trucks and cargo trucks, the overall length of the truck body must comply with the vehicle overall length (L) specified in Appendix II of this Circular.
• Rear overhang length (ROH) must not exceed 60% of the calculated wheelbase (WB).
• Permissible gross vehicle weight (GVW) and axle load distribution after body installation must be determined in accordance with the principles set out in Appendix III of this Circular.
• Kingpin load distribution for semi-trailers, including container semi-trailers (except those with an overall length of less than 10 meters), must not be less than 35% of the permissible gross weight for semi-trailers with three or more axles, and not less than 40% for semi-trailers with two axles.

Tank Truck Cargo Capacity Requirements

a) The cargo volume of a tank truck Vt (excluding the volume of filling openings) is determined based on the internal geometric dimensions of the tank and must not exceed the volume calculated by dividing the permissible cargo weight by the density of the transported cargo, as specified in relevant technical documents or officially published by competent authorities. In cases where cargo density fluctuates within a certain range, the average density value of that range shall be applied.

b) For tanks containing liquefied gases that may expand during transportation or are filled under specific pressure and temperature conditions, the allowable cargo volume is determined as:
Vt = 0.9 × Vhh, (Vhh is the tank volume determined by its internal geometric dimensions).

c) In cases where technical documentation is unavailable, or where the measured cargo volume differs by more than 10% from the specifications stated in the technical documents, the tank’s cargo volume shall be determined through actual inspection and measurement.
